So as to take anything except the USB 1.1 out of the equation, and since you should do this ANYWAY as a safety measure ...

Copy the entire contents of the internal memory of your TomTom to a folder somewhere on your hard drive using your PC's own method for copying files. Now you have a good backup (not the Home variety, which can be fraught with surprises when you try to restore). But how long did it take? Bet it's faster than you were thinking. Don't forget that when you are copying TO your device, it's also having to block erase and rewrite all of the flash memory it's using for storage. Not nearly as fast as the other way around.

The problem isn't typically a USB speed issue -- it's what's going on under the hood.
