The bar at the right is TomTom Traffic... and it represents where you are and where your destination is and that there is a traffic notice in between you and the destination.

I updated to 8.3 firmware. The computer based voice stammers over the words. How can I downgrade to 7.xx firmware? Thanks.

You don't need to go back to v7, only 8.010.
