Edit: Nevermind, found the solution.

Deleting the contents of %localappdata%\TomTom solved the problem.

Yes, sometimes something already existing in the cache blocks further downloads. Glad you got it sorted!

Now I only have to figure out how to fix the "you are banned" situation when I try to log in to the Tomtom support site/
 
We'll leave dhn to square that one away for you. He spends a lot of time over there, and evidently knows the moderators.
