I have also been struggling with Tom Tom Go Expert failing to start. It does seem to be caused initially by a poor network connection but this seems to generate further problems. The Close button stops working. The ability to get it going using airplane mode fails. Clearing the cache sometimes fixes this and sometimes doesn't.
What the developers need to do is very simple. Before trying to establish a network connection, set a Timeout that will start the program anyway if it has not connected to the server in 30 seconds. The Tom Tom program is designed to work correctly offline, so let it do that! We don't all live in cities with continuous network access.
