Only safety driving menu available when device offline

When I turn on my TomTom Rider v2 indoors in order to plug in the destination address, I only see the safety driving menu available, which means I can't plan my journey. As soon as I go outdoors and the device picks up a GPS signal, the menu returns to normal. Any idea how this can be fixed so that I can prepare the route without having to be outdoors and wait for a signal? Thanks.

On some models, there is a preference (under safety, I think) to enable or disable this reduced memu choice.

Look there and disable if checked. See if that helps.
