TomTom POI data

If I'm reading the copyright information correctly on my GO920T the POIs don't come from Tele Atlas but from InfoUSA although Tele Atlas does update them. Anyway, InfoUSA has over 14 million entries in it's database so I wonder why less than half endup on our TomToms?
