On a recent Journey in France I planned a journey using a route to avoid toll roads and then used the 3 way points to get me through a city on its toll road section. To my surprise the whole journey was then changed to Toll roads!
Speaking with Tom Tom customer support, they informed me I cannot plan a journey using a combination of non-toll roads and toll roads using way points as the sat nav will change the whole journey once a toll road is selected using a way point.
I'm a bit disappointed to find this out, especially as I can do this with my XL model using multiple Way Points.
