Convert a dirt road into Paved?

OK, so I finally got the answer of what it means if you see a symbol of a car with an x thru it for a street address...this means that the road is not paved. But the problem is, the map is in error as these roads are in deed paved, but they are private. Can I update that in the map correction or is that something more difficult.
