Charging Battery

When My Tom Tom is connected to my computer with the USB cable does it charge the internal battery on Tom Tom?

Yes. My TomTom One has a green LED on top of the unit that lights when it's charging. You should see your LED light when it's plugged into the PC's USB connector, or to your vehicle's power.

Yes, It uses 5 Volts the same as a USB port supplies.
