is there any way i can make my tomtom one have text to speak? like changing the program for one that does?

TTS cannot be added on. The digital voice is provided by a chip inside.

Digital voice synthesis is required for TTS. TomToms that support TTS have custom circuitry built in. At this time, there is no add-on hardware or software solution available.
