I want to know how can i get the option were it says which street name to turn on!

You have to use a computer voice, not one of the human voices for this function to work.

From TomTom Home help for Computer Voices:

Adding a Computer Voice
1. Ensure that your device is connected to your computer.
2. Click Add Maps, Traffic, Voices from the HOME main menu.
3. Click Computer Voices.

You can then choose from recommended computer voices already listed on that page or clear the Show only recommended items checkbox to list all the computer voices available.

Click More info to get a description of the computer voice you are interested in.
4. Click Add to copy a computer voice to your device.

So, two things to emphasize:
1. You get the computer voice(s) through Home software.
2. The unit has to be on and docked when running the software or you won't see the menu option icon referred to in the help info above.
