One 130 computer voices

Is there a way to download an update so computer voices could be used for text to speech?

Speech

Your model must be able to support text to speech. I don't know much about the 130 but if it has an "S" behind the model number perhaps it supports Speech. If it does, you should be able to download the computer voices from Tomtom.

I know the UK spec XL IQ and XL IQ Live don't have the Text To Speech option enabled when first purchased but a few users have been adding the voice files to the device and have got it working with a little bit of messing about - Mike
