I just noticed that Bluetooth connection settings don't auto-reinstall after a Tomtom drive reformat.
You have to go to "Add traffic, voices, etc" -> "Items on my computer". Then re-add the connection settings. This made a huge difference for me. Instead of having to manually configure the T-mobile apn, these connection settings allow me to choose "T-mobile (I)" as my carrier and everything worked fine.
