Is there a way of getting bluetooth tethering turned on automatically your phone when it connects to tomtom please?

Normally your phone should connect automatically when your phone's Bluetooth is activated the phone must be within range of your device.

It connects via bluetooth, but then every time i have to go into settings to switch tethering on to allow data to connect for travel information

If I have understood your post correctly - you have to turn on the Bluetooth tethering facility on your phone manually - powering up your TT Rider alone would not be able to do this automatically.
Also, from a security point of view, we wouldn’t want anything secretly accessing that function either.

it is a phone setting you have to turn bluetooth tethering on every time to access traffic information. i wondered if you could set up a routine on the phone or there was an app for it. ?

There's an Android program on Google Play called Tasker that I use to turn on my WiFi tethering automatically when my car and phone see each other. However, Google screwed with the API, and I think that this is only possible for existing installations. Even now, when Tasker fires up, it reminds me that

Toggle Wifi API 29
Google has changed the way Android works
for apps that target API 29, so
Tasker can't run the Wifi action you've
attempted to run.

even though it still works for me.

I don't know whether the same restrictions apply to Bluetooth tethering or not.
Tasker has a bit of a learning curve, but it's amazing what kind of 'it this then do that' functionality it provides. If anything is still capable of triggering the tethering, it's Tasker.
