VOP when route planning

I just travelled down south to Surfside Beach, SC, and when planning my route to get there, it asked me if I wanted to avoid VOP. I said yes...kept me on the main expressway all the way down. When planning route to come back home up north to Canada, it asked if I wanted to avoid VOP and I said no. This led me on all the toll roads and the turnpike in PA which was long and boring. What does VOP actually mean when route planning. Thanks.
 
I'm aware of HOV (High Occupancy Vehicle lanes), Toll Roads, and Ferries. But VOP? I don't know that one.
