Start 20 (AP) unable to install maps

So a few weeks ago I went and spoke to tomtoms customer support and got a free one time map update to v10.15 for my start 20 since it was somehow missing it's own maps, but couldn't install it as it would refuse to download both on windows on macOS, and tomtom blamed it on the device being broken, however on a new windows install it says the download failed with an 404 not found, does this mean, the issue wasn't with the unit itself after all? The unit itself starts up fine to the initial setup, it's just missing it's own maps

So I recently bought yet another TomTom start 20 (AP) and when I initially got it, it was bootlooping, however a restore fixed it, and brought the unit to the setup screen, however it does not seem to have any maps installed on it, so I went to tomtom support and got a one time map update free...

Error 404 means that the 10.15 map is no longer available. It is still possible to purchase a map for the Start 20 AP model on the TomTom website.
