Tomtom Spark 3 not charging

My Tomtom Spark 3 was low on battery and would not charge. Eventually it displayed a battery with a line through it on the screen for multiple days before going blank. It now does not charge at all, and stays blank when plugged in.
Any help will be much appreciated.

Either it is the charging cable that is defective or it is the battery that needs to be changed.
