Australia was last updated around September/October 2015. Here in Perth, the Airport has a completely new road access but TomTom still insists on driving on roads that have changed substantually. How long will it be before my GO600 can actually get me to the Airport ?

New maps are issued quarterly. Your current map (seems to me it was distributed mid-November 2015) should be 960. Won't surprise me to see a new one pop up in about a month's time.
Whether 965 will include the changes you hope to see isn't anything we can guess here. How long ago were the roadworks completed?

The works have been going for several years now and were completed early December. The map shows a release date of 10/2015 which could have meant it was based on September data ?

A 10/2015 was based upon map data considerably ahead of that. It takes them a while to get all of the map builds for various memory models complete and tested before they're released.
I doubt you've been able to report this yourself since the kind of modification you're describing may be particularly difficult to describe using the tool, but to be sure it's reported, always try. Here's the tool >> http://www.tomtom.com/mapshare/tools/

I would not count on the new road showing up before the summer release of maps.
We have often seen changes not reflected for up to 9 months after the 'official' opening of a new road.
