minimize delays problems

Every time I set my tomtom to avoid tolls, or a avoid hov lanes, and there's some kind of traffic backed up, when I use the minimize delay function, it places me on a toll road or on hov lane without letting me know it is doing so. Is there a way to use the minimize delay function While retaining your prior avoidance selections?
