XL250 battery wont charge

tom tom XL250 wont charge from computer or car.Comes on for a few seconds,press the agree notice and then shows battery with red line at base,then tom tom turns off should i buy new battery or maybe its software or hardware problem.

Normally when the car charger or USB cable is connected, the unit is getting powered from the external source.
If it is not able to power up when those are connected, then the only possibilities are:
1. the battery is SO dead that it is putting an almost dead short across the power supply
2. the external power source (USB port, USB cable or charger) is defective
3. There's a hardware charging problem (possibly caused by an over-voltage being put up the charging input (but that's a lot less likely now everything uses universal USB powering).

Unfortunately, without some pretty complex diagnostics, there's no way to tell between 1+3, so the easiest thing to try is buying a new battery.
