My Tom Tom Start 60 is identified in My Drive Connect as TomTom XXL Classic.
I think that's why I can't install the MSTMS-Nav4-Navcore21.200 patch.

(updated Navcore to 22.100 then rolled back to 21.200)

Weird? Your XXL Classic is not compatible with Mydrive connect, so it cannot be visible on Mydrive connect.

The latest version for your Start 60 is 22.100 from 11/29/22, so it is normal not to be able to install version 21.200.

This is not TomTom XXL Classic, this is TomTom Start 60.
On the TomTom.com website it is correctly identified as TomTom Start 60 (2013), but incorrectly identified in My Drive Connect as TomTom XXL Classic.

I don't know how it is possible that an XXL is identified on Mydrive connect
Because the XXL is on Tomtom Home which must be connected for updates.

In my opinion, ask the Tomtom customer service to attach the photos.
