They should be enabled by default.

Do you get a new safety camera download each time you connect to Tomtom HOME?

If so, go to menu -> options -> advanced. If "disable safety alerts" appears in the low left (meaning they are currently enabled), then you should be all set. If it says "enable safety alerts", then tap it.
