Question about Time Sync

When I acquire a strong GPS signal and use time sync, sometimes the time is synchronized accurately, other times it is not. For example, today the time syncs one-half hour later than it actually is, even though I have a strong GPS signal. Doesn't the GPS sync know what time zone I am in, and if it does not, why is it one-half hour off, rather than one hour?

It does not know the time zone and the half hour off is a bug that kicks in sometime.
