I downloaded a third-party map in GPX format. It's a map of a local lake with navigation points. How do I install it on my TomTom ONE? On the INSTALL TO screen the file doesn't appear.

A map? Do you mean POI's? You can open the *.gpx format using a program called POIEdit and save it as a *.ov2.

Take the *.ov2 file nad save it to your map directory.
