I made one for someone who is moving there. The zip file includes the ov2, a bmp, an ogg warning file, and the csv file. Since I'm not a Houston local, I can't guarantee that every one is set on the correct side of the road. However, the CSV has most of this info.
I built it from the Houston PD website, and it is current as of this weekend, including cameras schedule to be installed this week.
