It means that the device does not receive live traffic data from ther cell phone.
Go to Menu >> TomTom Services. If Network status does not show Connected tap the Connecting ... to make sure your phone is paired with your device.
Once that is done, the options should show as Activated.
Make sure you are also logged in to MyDrive on the device, as well as the phone.
