Does Tom Tom really give away free subscriptions?

I keep reading about this- "USB RDS-TMC receiver and the 1 year free subscription " How does one get this free subscription?
The web site all has European links and euro dollars .. Is there a North American Web site and what would be the actual lnk to these services?????

By purchasing the (traffic) receiver/cable. One year of standard traffic services subscription is included with the cable.

So it's an RDS-TMC traffic subcription, not a Live Services sub in case you were wondering.
