Develop plug-in for Navcore - How?

I'd like to develop a plug-in for my One XL, but how does one do it for Navcore ? I've found the SDK, but that seems to be for Windows/CE platforms. How were the plug-in's like TripMaster/Suntime developed?

I'd like to develop OziExplorer type functionality for the TomTom. I know tripmaster does something close, but it doesn't provide moving map display.
