I used to be able to enter an exact GPS coordinate into the 'Search for Place dialog box & it used to take me to the exact location I entered on the TomTom map. With the new version & after clicking return it now takes me to the nearest place listed in the dropdown menu; this is not what I want. So, I can I reinstall the old version of Route Planner?

Unfortunately, no. You are not alone in thinking this new design is silly. Like you, there are often times I want to go to coordinates not associated with some nearby address. We have asked TomTom to change that feature back to operate the way it did before, but no good results.

It is a problem I have hit just picking a point on the map. It will show the point off the road and sometimes it will take a side road to get to that point. After it does that I pick on the point and drag it onto the road where I want it.

Your method doesn't always work.

If I follow your method, I select a point on the map like a parking lot, even by swiping, but it's not possible to send the route to the GPS.

It has always worked for me. I am normally making a track though so I save it and share it to the GPS instead of sending waypoints. When I send it as waypoints, which I would prefer in case of a route change, the GPS does make it's own decisions on where to go.
