why am I unable to connect to smartphone messages on a go premium data and traffic connect no problem but the smartphone messages just say make sure bluetooth is on and in range
 
Bluetooth 'stacks' (the core Bluetooth code) support different Bluetooth protocols/profiles, and there are MANY (37 of them). It is possible that your phone does not support the specific profile necessary to communicate the SMS messages to your TomTom, probably MAP.
